Pupil participation has become an issue of significant interest to both policy-makers and practitioners. There is growing acceptance of children as competent, active contributors who have a right to have a say in matters which affect them.

This has resulted in many schools initiating new kinds of pupil participation and actively creating opportunities to work in partnership with children.

This report provides an overview of pupil participation in school leadership. It describes a range of innovative ways of working in partnership with primary school children and identifies some guiding principles for primary school leaders seeking to promote pupil leadership.

The report looks at:

  • schools' attempts to create sustainable pupil participation practices
  • insights and implications

The report concludes with recommendations to schools considering the benefits of pupil governance, and presents two comparative case studies of how schools have put their commitment to pupil participation into practice.
