This study investigates workforce reform as it is viewed through the eyes of primary headteachers.

The study considers the impact of recent workforce reform on the leadership of change, school systems and the role of the headteacher. It examines the extent to which headteachers have used workforce reform as a vehicle through which they can deliver significant change that can be aligned to their own strategic vision for their school.

The study investigates three main questions.

  • What effect has workforce reform had upon traditional leadership, management and administrative systems that operate in schools?
  • What have been the key issues for headteachers regarding the leadership of change in relation to workforce reform?
  • How has workforce reform contributed to the process of remodelling the traditional model of headship?

The study reveals that headteachers themselves are becoming increasingly involved in developing an emergent model for headship in the 21st century. Central to this model is the concept of the headteacher as 'chief executive leader' where the headteacher is 'chair' of a team of 'executive leaders' each of whom take responsibility for key aspects of the daily operational management of the school.
