This summary report presents the key findings from a study of workforce reform as viewed through the eyes of primary headteachers.
The report considers the impact of reform on the leadership of change, school systems and the role of the headteacher. It also examines the extent to which headteachers have used workforce reform as a vehicle through which they can deliver significant change that can be aligned to their own strategic vision for the school.
The research investigates three main questions.
- What effect has workforce reform had upon traditional leadership, management and administrative systems that operate in schools?
- What have been the key issues for headteachers regarding the leadership of change in relation to workforce reform?
- How has workforce reform contributed to the process of remodelling the traditional model of headship?
